It's a harness.
Our kids were always good at listening and staying close. We never needed a harness but when my kids saw them (monkey and from back pack / harness) they wanted them. So we got them.
We usually tucked the tail (harness handle) inside the back pack. But used it sometimes.. usually in the mall where there were tons of distractions (toys, kids, etc) and didn't want to hold out hands. Hubby is so tall it hurts their arms.. and they'd rather walk than be carried - Posted by Momo77
